I'll trow my two cents with an user point of view: in many cases SVG is used as an intermediary storage format, with the desired destination for web (PNG) or for print (PDF), so for end users printing is very important. PDF is requested because that is a format most print shops will accept. Also for end users easy installation of Inkscape is important and very big external dependencies, like a full Java stack or a complete Scribus install will not be welcomed for what is perceived as core functionality (printing). Is extremely frustrating to produce a wonderful work in Inkscape and be unable to print it at professional quality.
