In the Help menu we could put a link to the sourceforge site as well as the About dialog.
I haven't built Inkscape yet, but if you have a DEBUG build then inlcuding links to the bug tracker makes a lot of sense.
However bug reporting links should probably be left out if and when a stable release gets made. They don't inspire user confidence and Linux distributions take months to get together (and I'm not just talking about Debian stable) and stable builds are likely to hang around so long that you are unlikely to get fresh useful feedback.
Also in the general case it is best to link to as few things as possible, preferably just inkscape.org, to include local copies whenever possible (even a links page in the documentation) because stable releases can be around for a very long time and the less broken and obselete links you need to worry about maintaining the better
