What are your thoughts on renaming that menu item to "Export as..."? I guess the Export to Bitmap button functionality would then need to be reviewed.
The menu item is perfect as it is now. Note that is is also used for saving of 'backup' SVGs of intermediate work.
Regarding the export/save debate for PDFs, note that it is very convenient to be able to open a PDF, make changes, and hit Ctrl+S to save it. Treating a PDF somewhat like a 'native' file has convenient properties like that. We've had this debate several times in the past. Perhaps you can look in the list's archive and find arguments in favor and against. Right now I believe it comes mostly down to what one is used to, and that there is no optimal solution for everyone.
