[Inkscape-devel] Can't Copy with Win32 Build

So I have everything building just fine on my windows box at home, but at work I get the following error.

C:\inkscape>make -f Makefile.mingw copy config.h.mingw config.h process_begin: CreateProcess((null), copy config.h.mingw config.h, ...) failed. make (e=2): The system cannot find the file specified. make: *** [config.h] Error 2

This is with a fresh checkout. And same steps as at home. I can fix it by copying these files by hand. Does anyone have a clue why it happens?
