For Windows, you need to consider converting the files to Windows help files. That is all, as the OS has its own viewer.
Which is why I wonder if we'd be better off with HTML files. There's a browser on any system, and no conversions are necessary. Actually some Windows programs use HTML too, instead of Windows help. The only issue is determining the default browser.
