What gives you the impression that it's imprecise? True, it's not a crosshair so it might not _look_ that accurate, but it really is accurate to the last decimal as far as I know. If not then that should be fixed obviously.
Unlike other UI elements it does not serve as *precise* indicator which means that you do not really know how to use rotating on canvas until you read docs.
I think I'm missing the point here: how does being imprecise affect the discoverability?
