I will test this as soon as I get my Windows machine, which should be next week.
Can you look into uploading our dependencies to NuGet? This would allow us to set up Windows CI builds on Appveyor, but may require using Visual Studio to compile the binaries. https://www.nuget.org/

I'm happy to announce that the update for the 64 bit devlibs is complete.
Current Inkscape builds of trunk and 0.91 branch using the new devlibs64 (as well as the build files that produced them) are available from my Google drive [1].
I urge you to test the new branch [2] to rule out any regressions I might have overlooked.
If no unexpected issues emerge and nobody has any objections I'll merge the updated branch in about a week from now and start to update the build instructions in the Wiki accordingly.
