I'd fall back to something like TkCVS to check also. For larger operations on Win32 I'd often need to fall back to that, leaving TortoiseCVS for the file-at-a-time stuff.
TkCVS' page recommends UnixUtils as one way to get the needed diff.

I think tortoise might have a cvs.exe that TkCVS can use
CVSNT is another option to look at.
