It looks the same as always to me. If you look at SVN:

you can see that is hasn't been changed in 4 months. As far as I know, the basic look hasn't changed for a year or two.
I do have a question for people who have committed the last versions: why are there separate files for the different resolutions and bit depths? A single file should have the various renderings in it, so that the OS can pick the correct one for the particular task at hand. inkscape.ico should probably have at least 16x16/4 color, and 32x32/256 and 48x48/256-color icons in it.
