Bulia, I'm writing a grant today, but hopefully I will get some time to look at this in the next day or two after.
Right now I'm in favor of firing up a browser rather than the full help system before the release.
You can be assured to get a browser on linux (mozilla), iexplore on windows, and safari on OS X. I guess browser preference could be another pref, which would be separate from the option of a open file for preview pref.
Any thoughts? When are we going to start the feature freeze? Maybe WEDNESDAY/THURSDAY, prior to our next release?

Take a look at 'ScrollKeeper': http://scrollkeeper.sourceforge.net/
What is involved in adding SK support? Can we do this quickly, for the shortcuts page only, before the release? If not, I would still much prefer to have a web browser fired as an interim solution, because easy access to the shortcuts page is critical for users.
