I have now reduced the minimum zoom from 4% to 1% in CVS, and this particular file now shows in its entirety. Try this out.
However, it was not exactly easy to do this. I had to address numerous issues in the spinbutton precision, ruler display etc. All this suggests that making minimum zoom dependent on image size (i.e. in effect, make it unlimited) won't really work all that well. Infinities are nasty, and this one is no exception. Not to mention that this change will only benefit a really tiny percentage of users. So I'm currently opposed to this proposal.
