Possibly a 'testing' directory on sf.net could (or will (?)) be used for such packages, which would allow users to clearly distinguish packages pre-released for testing only from the official stable release packages.
For this kind of pre-release testing among Inkscape developers, the best place might be to put things in the "OldFiles" top level directory in the sourceforge file releases system. For every project, this directory is only visible to project members and only when logged in.
