So, which tracker should I use for reporting problems with the snap?
Also creating an official thread at snapcraft forum helps people to share feedback and get answers.

Anatoly, thanks for reporting this.
I'm not sure if our snap maintainer, Ted Gould, will find it here - we have reports for snap issues scattered all over the place, recently, people use the extensions repository tracker for it, then there's the official Inkscape bug tracker, etc.
I would like to ask you to:
- submit issues to the bug tracker
- ping Ted in the chat (when asked, he told me to contact him directly
when something about snap issues comes up) and link to the issue from https://chat.inkscape.org/channel/general.
That way, info won't be lost - mailing list threads easily get buried, and it's easier and more useful if there's no intermediary to carry info back and forth.

snaps are great for that.
$ sudo snap install inkscape --edge inkscape (edge) 0.92+devel from Inkscape Project (inkscape✓) installed $ which inkscape /usr/bin/inkscape $ /snap/bin/inkscape inkscape: error while loading shared libraries: libgtkmm-3.0.so.1: cannot open shared object file: No such file or directory
but it needs to be fixed to include missing dependency.
BTW, Inkscape snap got finally updated since I started the last post. Good job. =) But the error with libgtkmm is still there.
$ sudo snap info inkscape --verbose ... channels: stable: 0.92.3 (4274) 177MB - candidate: 0.92.3 (4349) 180MB - beta: ↑ edge: 0.92+devel (4357) 157MB -

Hi Anatoly,
I suspect you must have gotten to the page you mention via https://inkscape.org/release/master/ ?
The text on that page there mentions 1.0.
Clicking on the 'snap' option after clicking on the 'Gnu/Linux' option gives me a text that explains how to install the latest master with snap.
I agree that the version number that is chosen for the current master branch is not intuitive. I think it just has this number because it has always been like that - release new version, append 'devel' to the version number. I'd probably choose to 'release new version - increase number - append 'devel''.
You can find the option for the ppa on the 'Gnu/Linux' overview page mentioned above, or you can compile Inkscape yourself, for example following these instructions, if you want to keep your 'normal' Inkscape and also have a menu icon for the other version: https://gitlab.com/Moini/make_ink.

Hi again.
https://inkscape.org/release/master/platforms/ doesn't mention upcoming 1.0 at all, and I don't see there an easy way to use development builds in Ubuntu 18.10. Like PPA or better snap.
✗ sudo snap info inkscape ... snap-id: tIrcA87dMWthuDORCCRU0VpidK5SBVOc channels: stable: 0.92.3 (4274) 177MB - candidate: 0.92.3 (4349) 180MB - beta: ↑ edge: 0.92+devel (4265) 192MB -
For this snap I'd expect the serial number for edge to be higher than stable, and that means the snap is not updated. So is there any other recommended (which means user friendly in this context) to check latest development versions of Inkscape to give a quick feedback?
