The main reason is that it gets in the way of dragging object. Before it was hidden, dragging small objects was very hard - you always ended up dragging the pivot instead of the object itself.
Ah cool! That's a mis-feature I reported back in the Sodipodi days, but no change was made. Very glad to see it fixed, it used to always screw me up when moving small objects.

Maybe, but is it really so much of a problem to do a couple more clicks to go to rotate mode and then back? To me, the use case you describe seems too uncommon, and the workaround seems too easy, to justify adding an option.
Lauris had some additional points for why to keep it, although I've forgotten them. The thread is probably available in the Sodipodi list archives. I agree that it really doesn't need to be there for translation mode, though.
