IIRC the "policy" was to hold back on official release announcements until all the binaries were ready. No reason to wait to upload them. But if you announce a release and there aren't binaries for all of the supported platforms, crowd control gets to be a hassle.
The issue with the early upload though is that things start spreading in the twitterverse prior to announcements. I guess it's a pipe dream that we'd actually have useful stats for a release vs all of the automated scrapers tainting the stats.
