I think trying to embed GTK in Windows native in GTK seems like a very hard, risky, and potentially ugly way of solving the problem. I'm much more in favour of implementing an shell thumbnail extension to achieve our goal, mainly because it would be a more Windowsy solution, and would result in less hassle.

ThumbView enables image thumbnails and tooltips in MS-Windows Explorer for filetypes that are not natively supported. Perhaps you can add SVG to it. On the Project page are even some links for developer: http://www.seriema.net/thumbview/index.php?page=project
