[Inkscape-devel] Added CREATE support for gradient, pattern, swatches directories

I add support for the above directories for Linux and Win32, no Mac support yet as the directories are not final yet( according to the wiki), but as soon as it is i will add it.

This needs some testing to make sure it works as expected. They are setup as fallback directories to the normal Inkscape directories.

Any Problems please let me know.
