Remember that for the Win32 distro, we are not controlling how the entire Windows system handles the LANG variable. We are only controlling how the version of gettext() that we bundle in the DLLs with Inkscape does a lookup of the strings in the inkscape/local directory.
I suspect that if there is a problem with how this is working, then there might be another factor in the environment affecting it. A possible cause might be the existence of another version of Gtk in the PATH or another libintl.dll.
Just guessing, of course.
