Tweak tool (except path editing modes) works on clones perfectly.
- Clone tool ( or Spray/Aerograph tool) - with buttons for creating

That's a new Spray tool that hopefully will be coded one day. The tweak tool does only tweaking :)

clones - change shape of different object(s) (push, shrink, attrack, roughten) , and if eventually used on linked clone - unlink them.
I floated the idea of separating Tweak into two, now three tools - transform, path edit, color. But I didn't hear much support for this, and now I tend to think that a single "soft action" tool with submodes is better than several.
Current solution encourages users to create zilions of similar objects first, and then radnomise them using smudge tool, which doesn't seem to be elegant way of doing things and will result in huge ang ugly svg files.
Nothing ugly or huge. Just use tile cloner to do the original scattering and work on the clones with Tweak tool:
