FYI, linking was discussed in GIMP dev list and actually does make sense in many cases. From what I remember, it was decided to get back to that after moving to GEGL and new file format.
The correct default depends on how we answer this question. This is where your survey data could help. How many users use Inkscape as a general purpose vector editor, compared to the number of people who use it as a web editor?
Then you really have to phrase the question correctly, because as already observed earlier, not for everyone who uses Inkscape as a vector editor embedding is an expected default option.

For example, SVG in GIS is rather in Web context :)
Actually, I quite like the suggestion to show a simple dialog to ask whether an image about to be imported should be embedded or linked to. We use a similar dialog in Luminance HDR (ex-Qtpfsgui) for drag'n'dropped images to ask if user wants to create a new HDR file from them or whether a user wants to open them as existing HDR files (makes sense or RAW photos).
Then, again, changing embedded/linked IMO should be done from Object Properties dialog.
