The trick, of course, is having volunteers to create the builds. Often I have considered halting the win32 builds. :-)
There are some almost nightly binreloc-enabled Linux builds here:

But since they are purely for testing, they do not provide the required library dependencies. People can download their own.
Well, everything on that site is for testing (not for a casual user), so they are a bit more effort than a regular install.

I've found a little error in inkscape website. On page http://www.inkscape.org/download/?lang=en in section Compiled packages should be nightly builds, but nightly builds are available only for Windows, other systems have only compiled stable versions.
