It's probably that you don't have the poppler development headers

installed.  On Ubuntu/Debian you can do this with:

    $ apt-get build-dep inkscape

That will give you all the dependencies that were used to build the
version of Inkscape that is distributed.  You'll need to re-run
configure after installing the headers.
