You need to delete /usr/local/share/inkscape/icons/hicolor, and then replace icons.svg the usual way.

You mean I have to slice tango_icons.svg to a lot of icons and put them somewhere inside /usr/share/inkscape/icons/?
What we *need* to do is be sure the fallback order and the single-svg loading are properly back in place. Then it would still work with a custom theme of split icon files if needed, but would use the "just drop in one file" solution as a simple way for users to adjust.
It would even be trivial to add a preference to flip the search order for icons and files.
