I'm not sure we should aim for certain things as a project that potentially increase the workload on volunteers. Unless paid to support these platforms, we can only really support that which we have the resources to mitigate the effects of and the will to do so.
I'd keep inkscape >=0.91 for latest distros only unless otherwise funded/dedicated employees can do the heavy lifting. For now at least.
The board might not be provisioned with the right power to make this call. I believe that it's concerned with money, trademarks and other organizational items and defers to the developer list for technical votes.
