The initial thing to do would be to build Inkscape with GTK3 support on OSX. There is some information on this in the wiki, I think ~suv may be able to offer further help. After this is done, you should look at the bugtracker and investigate OSX-related bug reports.

GIMP is now built as a native MacOSX application (and it works nicely), therefore I believe that there should not be huge roadblocks in the underlying technology. What is the status for Inkscape? From the above linked page it is difficult to get the wide picture.
I have more development experience on Linux than on MacOSX, but I would like to dedicate some time and help on this effort. Where should I start?
