I was doing it for some time, but I would be happy if someone else took this task from me... it's easy!
I have done so now, but I only found tutorials for shapes and tips in SVN (we need the Docbook XML files). Please someone also provide the russian translations for the links in the table on http://inkscape.org/doc/index.php (or better yet, edit inkscape_web/doc/index-tutorials.inc directly).
