No.
Although specific applications/flavors of XML can define such named entities, none are defined by default other than & < > ' and ". On the other hand, the Unicode values are well defined, and all XML processors are required to handlt UTF-8 and UTF-16.

Well, with bullet points you hit the same problem. The standard bullet character is not in the ASCII nor in the Latin-1 range. So again you'd need to go out to Unicode and the value U+2022.
