Martin's proposal sounds great - I would vote for embed as default - it's always safer to have the images you want in the drawing then to archive or send a file to someone and not have the links, especially since many of us are using Inkscape as a graphics package vs. doing web graphics. Not having the graphics embedded has already cost us several problems. But Jon has a good point of having a preference setting to default link vs embed - that would serve everyone's needs.

I think it would be best to have the place image command, but on the file browser add a checkbox which is a checkbox. This checkbox should enable linking to image (rather than embed). I think it is better to default to linking.
Also, after we have embedding or linking, a user should be able to right click or have an image menu that allows for one to switch a placed image from embedded to linked and vice versa.
Adding another popup window after import seems annoying and redundant IMO.
