Is this a problem with every jpeg? I'm on a 10.3 machine, without fink installed and I have been able to open every jpeg I've tried except one, and that file didn't display correctly in Gimp or GraphicConvertor either. This looks like it could be a Tiger issue. I'll have a play on a Tiger machine tomorrow. If I can't reproduce it, I'll get you to file a bug with the jpeg file and we'll go from there.
Maybe you could make available the exact same jpeg file you used so that I can test on my system here with pre1 of Inkscape for Mac. You are doing a great service to the project by helping to sort out the mac version of Inkscape!
Sorry for the delay, we'd been housesitting, and didn't have easy access to the 10.4 machine. Anyway, a couple of files I just tried that work fine on 10.4 here are the standard desktop backgrounds:
/Library/Desktop Pictures/Aqua Blue.jpg /Library/Desktop Pictures/Graphite Blue.jpg
I just go to File -> Open pick them and they open right up. Could you tell me what happens when you try this? Does a blank canvas load? Does Inkscape crash and disappear?
I'm just wondering, were you trying to open jpegs by dropping them on the Inkscape dock icon? The launcher currently only opens things like SVG and EPS in this way, though it could be made to open jpegs too.
If you can't open the above files, could you please file a bug report and I'll give you instructions to try to troubleshoot it deeper.
