I don't believe we have an official policy on this. My opinion is that we can bundle what makes sense for users -- then packagers can split it in a way that makes sense for their distributions. Obviously people like Win32 packagers will want to include most of that and the dependencies. Linux distros might not.
Bryce and I have been talking about splitting out the Ubuntu package so that it is smaller with fewer dependencies in the base package. Though, I think this is more a packaging issue than an Inkscape one.
