After detaching (making it floating) a toolbar, it does not stay on top - it disappears on the next mouse click and can only be re-enabled with View->Show/Hide.
It has always been that way. It's a problem between GTK and KDE (maybe other window managers too, I did not check). If you feel like it, you can contact to GTK or KDE developers.
In the case of the Tool Controls toolbar, there's another thing: after hiding and then re-enabling it (both with View->Show/Hide), it loses its functionality: some of the tools will not have their controls displayed.
