Lauris had some additional points for why to keep it, although I've forgotten them. The thread is probably available in the Sodipodi list archives. I agree that it really doesn't need to be there for translation mode, though.

Shouldn't resizing while holding Shift pressed have the pivot point as center? Therefore shouldn't pressing Shift make it show up?
