I think we need to be clear that 0.50 is SVG Tiny (which is now called SVG Mobile) and 1.0 of Inkscape is full SVG 1.1 support.
The conservatism when it comes to version numbers is a missed opportunity. There are plenty more users out there phobic about using anthing less that 1.0 than there are developers who similiar fear the big One Point Zero (and in the case of Microsoft products you have so many people who wont even touch it until after the first service pack or make claims that Microsoft only really start to get things right after 3 major releases.) Inkscape with fully SVG Tiny support would rock and with a little stablisatoin be well worth of the 1.0 tagline. The specification is only relatively tiny because of the mobile devices it targets, it even includes basic animation feeatures and getting all that in Inkscape would be a major step well worthy of a major version number (not to mention all the other improvements inkscape would sure accumulate by then).
