That reminds me of Carl's talk at LGM last year where support for SVG filters came up as something that would love to see done.

We're already waiting on some things to be done in cairo before we can move ahead with it. I would hate to add to this list :)

No. It can use xlib as one of the back-ends I think but it does not "depend" on it.
