How did you try to build the DMG file? IIRC
$ cd packaging/macosx $ ./osx-build.sh c $ ./osx-build.sh b i $ ./osx-build.sh p -py /path/to/Python-packages $ ./osx-build.sh d
Arrrrgh - this was real "me" again - a simple RTFM…
Worked fine for me on Tiger as well, the package can be found in a few minutes on
http://verkehrsplanung.com/Inkscape--10.4-PPC.dmg
