I think that the target can be summed up quite easily... anyone and everyone.
The userbase has done so many things with Inkscape that I think we can't really say we have a "target"... people use inkscape to create all kinds of things from logos, marketing materials, websites, artwork, comics, maps, crime scene plotting (remember that guy?), clothing, banners, posters, technical diagrams, charts, basic blueprints, cards, invitations, etc.
Effectively, we want to create something that is for everyone. A tool that is simple yet powerful. In my experience, Inkscape really has the feel of what I believe to be the true spirit behind open source... "the sky is the limit" style collaboration and open-mindedness.
