Ah...well ok, make the limit when the picture is one (screen) pixel big; then it doesn't depend on the window size.
I don't know ... one screen pixel big sounds too small to be useful.
I think I'd prefer the 1/16th area heuristic, and zoom in as required if the window is expanded.
