I've been able to reproduce this. Download Inkscape (0.43-2) from sf, and install it on WindowsXP French -> Launch Inkscape and try to access Keyboard and Mouse screen -> pop up explaining that Inkscape had not been able to find keys.fr.svg
-> checked in the arborescence of inkscape : keys.fr.svg is not present in /share/screen/ (and nowhere else by the way).
Bug filed in the tracker now.
