Fixing the HORRIBLE thing we call a text tool. ;) I'm pretty sure that would rank very high if someone planned to re-implement the text tool controls bar and to also add a number of other controls (kerning, rotation, etc) that have been sadly missing for a long time from the UI. As great as animation support would be or a working whiteboard (which would be fantastic), fixing one of the biggest usability issues we have would be better (imho). Also, if GSoC is going to be downsized this year as it sounded like, it would probably be advisable to choose a must have feature over a really cool one.
