Yes just to confirm, the Board voted a few months back that the intent
is that Inkscape should be distributed as GPL v2+ currently, so anything
that prevents that from happening should be considered a bug.

We haven't ruled out switching to be GPLv3+ some time in the future, but
that's not the consensus position currently.

I recall we had considered approaching the GIMP developers for the files
in question and enquire if they could make them available under GPL 2+;
did that contact get made?
