Letter spacing out is works, but spacing in (tightening) does not (I'm using hungarian kayboard).
On a Hungarian keyboard, try to use (Alt+)AltGr+Y to increase spacing, and AltGr+Í to decrease it. (This is with "XkbModel"="pc105" and "XkbLayout"="hu", and works for me this way).
