I would go further. I think "export as PNG" is already a mistake - why is everything else in "Save as" but only PNG in export as? Maybe "export as PNG" was used instead of "save screen shot" or "save image"? There is a "save as" that goes to PNG too.
Anyway, as it stands now one may do a "save as" and formats which require options can bring them up at that point. The options stick, so it isn't very onerous, just one extra click on "ok" if no options must be changed.
I know some programs like GIMP like to make the distinction between formats which are saved, and formats which are exported, but it always seemed to be to be a distinction that the end users wouldn't care about - they just want to save content as "filename" in "format". There should not be two places they have to look to do that. Inkscape already warns on "save as" when content might be lost.
