We definitely need a pdf export capability, but even more importantly, we need someone to support and maintain it. Ideally, someone within the Inkscape community would step forward and volunteer to do this. Lacking that, the next step is to look outside Inkscape for another group that does it. It would be best to find something that doesn't have a huge installation chore attached to it, as Java-based things often seem to do.
An option to produce PDF from inkscape could be to use librsvg with its cairo renderer + cairo PDF backend.
librsvg port to cairo is not complete yet, and cairo PDF backend is still experimental in last stable release, but these libraries are well maintained and improving quickly.
