people will complain either way, you cant please everyone. We have historically had a policy of trying not to go too overboard with options/preferences in the ui, the more you add, the more opportunities you have for confusing the heck out of people. I cant say I've used the snapping recently enough to be able to comment on current vs old behaviour, although I think that trying to force a consistant logic across tools whose inherent nature is inconsistant is unwise. you can have a logical approach without it meaning the detail of implementation is always consistant. ie we always snap the item being dragged to the snap targets. for selector you have to specify more detail on what aspect of the item being dragged you wish to snap too, as you have an entire object, but for the node tool the item being dragged is a node, so thats what you snap.
