I would certainly appreciate this. Although, making the option less accessible may prevent potential power users from finding it. Out of sight is out of mind. New users may never know it exists unless they are explicitly told.
Although, I agree that a global setting should not be on the toolbar. If you want the best of both worlds you should't have to remember to switch it on and off. I think the ideal situation would be if it could be controlled per gradient - in which case it should be on the toolbar. Each gradient would have a checkbox named "Global". This would allow you to decide which gradients will behave independently. The option would be off by default. I believe this is how Illustrator does it for its swatch palette but the option is well hidden in Illustrator and I didn't know about it until after I discovered Inkscape.
