Yeah, you know I was thinking, after getting hyperlinks implemented, we could stick a URL widget in the toolbar and we'd have something that looks like a really different sort of web browser. ;-)

No, because svg is not semantic, it's a low-level visual representation. I can elevate the content of the tutorial into DocBook or other semantic XML, but I see no benefit to it, because the tutorial is interactive - it teaches you to use Inkscape from within Inkscape, and thus contains instructions like "move this object with selector" which would make no sense in any format other than Inkscape SVG.
After looking at how well this turned out, I don't think having this in DocBook or TeX would buy us anything, especially with all the inline images. I also love doing it this way from the "eating our own cooking" standpoint. :-)
