A larger presence in #summer-discuss on irc.slashnet.org might be of some help.
Blatant advertisement for the project is kind of tacky, but even having project administrators / active project developers just be present and answering occasional questions might give Inkscape more attention.
(As a side note, I know that representatives from Adium, Subversion, LiveJournal (?), and Drupal occasionally hang out in there. There's probably more organizations that I didn't catch.)

True, there are not that many ideas. But look at the topics. The level of effort for the ones listed can be very large. Each one could be a group effort, especially the SVG Field Effect stuff ( the elusive svg:feWhatsit tags , what a wonderful idea ).
Does anyone have suggestions for how we could increase the number of submissions? I'm a bit concerned that we've only had 2 so far.
