According to the svg 1.1 spec:
The length definition type must specify what the '%' is relative to:
http://www.w3.org/TR/SVG/types.html#DataTypeLength (see percentage further down and the css percentage definition)
http://www.w3.org/TR/SVG/struct.html#SVGElementHeightAttribute
So this says basically that it's relative to the space it's being used in as a fragment.
I'd take our workspace at 1:1 and use that. Otherwise it's not really a useful value since the svg isn't being used as a fragment.
Or at least that's my understanding of what it's saying.
