As RHEL does *not* include Inkscape, I don't think this should be a concern for Inkscape. Inkscape is included in Fedora Extras, where even feature fixes are allowed - for example Inkscape was updated to 0.44 in both FC4 and FC5. Also it may be worth mentioning the next RHEL, to be released in about the same time frame as Inkscape 0.45 will use GTK 2.10 (which is already in the development version)

FWIW Inkscape .44 (release just a few weeks ago) won't install on
RHEL 4. .43 installs no problem.
I would say it's up to them. People do use inkscape on RHEL, but they're likely to just keep using .43 if they make this change.
You can also let them know that we are interested in shipping inkscape in the next release of RHEL.
