No, it's like you say, it's not in the UI.

There's only:
View --> Show/Hide Dialogs
View --> Commands Bar, Snap Controls Bar, Tool Controls Bar, Toolbox, Rulers, Scrollbars, Palette, Status bar

So, View --> Show/Hide All Toolbars (or similar) would of course fit nicely here :)

(Using: Inkscape 0.47pre2 r22153, built Aug 24 2009 on WinXP)

BTW: I managed to drag loose some of the toolbars, which ended up floating around as separate .exe instances. When I tried to drag the toolbars back into the right place, they didn't re-attach. I'll report the bug if it's not already registered.
